Custom Traffic Management Programs
Built Around You
From school crossings to stadium exits, Sam Schwartz Field Operations has been keeping New York’s pedestrians safe for over 15 years. Our qualified Pedestrian Traffic Managers (PTMs) are trained, equipped, and ready for your most demanding environments
Proactive Safety,
Not Just Reactive Response
Our PTMs don’t just react — they anticipate. Using proven pedestrian safety strategies grounded in law enforcement experience and urban planning expertise, our personnel actively monitor crowd patterns, identify risk points, and intervene before incidents occur.
Every deployment begins with a site assessment to understand the unique flow patterns, physical constraints, and peak demand windows of your location. From there, our team builds a coverage plan that places the right people at the right spots — and keeps pedestrians moving safely throughout.
Strategic Positioning

Keep Traffic Moving.
Keep People Safe.
Gridlock doesn’t just slow vehicles — it creates dangerous conditions for pedestrians trying to cross. Our PTMs are experienced in real-time intersection management, trained to prevent the cascading backups that put pedestrians at risk.
With backgrounds rooted in NYPD Traffic Division and law enforcement, our team understands the mechanics of congestion at a level most traffic management services cannot match. We’ve cleared gridlock at some of New York’s busiest intersections, and we know what it takes to restore order quickly and safely.
Anti-Gridlock Intervention
Active clearing of blocked intersections to restore safe pedestrian crossings
Ingress & Egress Coordination
Strategic planning and execution to manage simultaneous vehicle and pedestrian flow
Event & Peak-Period Surge Plans
Scaled deployments for rush hour, game days, and special events
When Thousands of
People Move at Once, Precision Matters.
High-density pedestrian environments — arenas, transit hubs, large-scale events, and busy commercial corridors — require a different level of expertise. Our PTMs are experienced in managing mass foot traffic with the calm authority and strategic positioning needed to keep large crowds safe and moving.

Frequently Asked Questions
What are pedestrian traffic managers?
Pedestrian Traffic Managers are experienced and trained traffic control experts, required by the NYC Department of Transportation to have a minimum of five years of experience in law enforcement, traffic enforcement, or certified flagging.
Who needs pedestrian traffic managers?
Any individual, corporation, or business who secures a permit for work regulated by the NYC Department of Transportation must deploy Pedestrian Traffic Managers when required for construction activities set forth in Section 2-05 of the Highway Rules. Pedestrian Traffic Managers are typically required when the permitted construction is located within a high pedestrian volume area and/or when conflicts between pedestrians, bicycles, and/or vehicles occur due to the construction.
How can professional pedestrian traffic management benefit my organization?
Pedestrian Traffic Managers ensure compliance with the terms of your permit and help improve safety, reduce congestion, and keep people moving efficiently. Our professionally trained Pedestrian Traffic Managers will identify risks, manage pedestrian-vehicle conflicts, support accessibility, and coordinate traffic during peak periods, creating safer, more organized environments for everyone.
How do you develop a traffic management program?
We begin with a site assessment to understand pedestrian flow, physical constraints, and peak demand periods. From there, we develop a customized coverage plan that strategically positions Pedestrian Traffic Managers to monitor activity, prevent conflicts, manage congestion, and keep people moving safely and efficiently.
